Allow temporary assets in the asset management system

The asset system needs to be overhauled and refactored to allow the ability to have "temporary" assets.

Assets which have recently been uploaded but are still being used only in the site creation state should be marked as "temporary".

When we generate preview thumbnails, crops etc, these images can be marked temporary.

This will allow us to easily prune unused images without doing a system-wide scan

You can now add temporary assets and assets that are used by sites are forced into being permanent, but currently this makes no difference.
